The Business Services Division is responsible for processing state-wide notary public applications. Notary public commissions are renewable every four years.
This Division is also responsible for issuing apostilles under the Hague Convention. An apostille may be required to utilize domestic official documents, such as a birth certificate or articles of incorporation in a foreign country. IMPORTANT NOTICE OF NEW PROCESS
To improve our efficiency and responsiveness, the Secretary of State will no longer send paper copies of notary commissions by postal mail. Effective November 8, 2021, all new and renewal notary commissions will be delivered by email. This will also apply to precertification letters sent by postal mail.
